The Thick of It este o comedie britanica, produsa de BBC, actiunea concentrandu-se in sediul Ministerului afacerilor sociale si imigratiei. Tot ce conteaza nu sunt ideile (tehnocratilor), nici bunastarea electoratului (invocata de fetisismul democratic), ci comunicarea, pr-ul. Orice idee e buna daca este inghitita de opinia publica. Focus group-rile sunt cea mai buna fundamentare a unei politici publice, iar alegerea “expertilor” care sa sustina punctul de vedere al “vocii poporului” esentiala. Presa este un instrument care trebuie manipulat si folosit, la randul sau, in scopul manipularii publicului. Presa tabloid nu are monopol asupra subiectelor scandaloase, ele fiind mai degraba familiare centrelor de putere, fie ca se afla in exercitul functiunii, fie ca se afla in opozitie. Puterea si opozitia nu sunt separate de o linie ideologica, ambele au aceleasi conceptii, aceleasi scopuri, fiind angrenate intr-o cursa contra-cronometru pentru revendicarea paternitatii programului. Cine anunta prima un program, puterea sau opozitia, castiga puncte. Important nu este calculul cost-beneficiu, nici fundamentarea proiectului (ministerul de finante este perceput de altfel cel mai mare dusman al guvernarii, asemanator modului in care FMI este perceput de politicienii romani), ci care factiune fura prima startul. Excelent realizat, cu un umor negru specific britanicilor, serialul BBC are si lipsuri. Lipseste din tablou tehnocratia stiintifica, reprezentata de diferitii experti in stiinte sociale, precum sociologii si psihologii, specialistii in “sanatate publica” sau “ecologie” si, mai ales, economistii. In fond, ultimele recesiuni severe si crize bancare nu ar fi putut fi produse doar de functionari publici si politicieni. Sigur si-a bagat coada cel putin un economist. |




Actualul sistem de guvernare din Occident este o strutocamila, pe jumatate democratic, pe jumatate tehnocratic. Iar in ultimii ani, in special de la declansarea crizei financiare, are loc o batalie dura intre democratii fetisisti si tehnocratii pragmatici. Primii vor instaurarea cu orice pret a dictaturii majoritatii, bazandu-se pe ipoteza comportamentului rational al votantului, ceilalti vor sa impuna o dictatura luminata a tehnocratiei, invocand tocmai comportamentul irational al votantilor drept argument. Si unii si ceilalti ignora insa modul cum functioneaza sistemul si n-ar strica sa vizioneze seria
