Acum, pentru a evita o confuzie, trebuie sa lamurim ca societatea civila se defineste in linii mari tocmai ca o asociatie voluntara de organizatii, in contraparte la puterea statului, vazuta drept coercitiva. Or la noi, si probabil in multe alte parti, societatea civila reprezinta, in mare masura, o creatie a statului ce o sponsorizeaza suficient incat sa-si puna o amprenta indelebila. Asa ca, daca un liberal inocent inca se intreaba de ce nu functioneaza societatea civila ca o reduta in fata expansiunii statului, raspunsul trebuie cautat si in originea banilor. „He who pays the piper, calls the tune”. Bineinteles ca nu exista un control direct. Doar ca studiile si rapoartele elaborate de societatea civila privesc teme fundamentale ale filzofiei politice si cu un impact direct asupra vietii de zi cu zi precum: “consultanta pentru Consiliul Concurentei privind achizitiile publice”, “analiza privind politicile locale culturale”, “bilantul performantei municipiilor in furnizarea serviciilor de utilitati publice”, samd. In urma cu cativa ani, am participat la o conferinta organizata de Transparency International cu privire la participarea cetatenilor in deciziile primariei. Proiectul era finantat si de municipalitatea din Pitesti, plus inca o primarie al carei nume imi scapa acum. Cercetatorii analizau impactul deciziilor din cele doua orase si din cel putin inca unul care nu era implicat cu bani. Rezultatele aratau ca democratia functiona mult mai bine la Pitesti si in celalalt oras care participase financiar, decat in orasul care refuzase sponsorizarea proiectului. Si cine ar fi putut sa contrazica rezultatele unui astfel de studiu....

Avem un deficit democratic, daca e sa ne incredem in analistii politici. Nu avem suficienta transparenta, participarea poporului la decizii este redusa, nu suntem o democratie matura, avertizeaza corifeii societatii civile.
